All employees working 17.5 hrs/week (FTE 0.5) or more are eligible for health insurance. Dental and Life Insurance is available to employees working 30 hrs/week (FTE 1.0)* or more with effective coverage start date varying depending on position/union (See chart linked above).

COST COMPARISON
Licensed Employees are those hired in a Teaching or Administrator role under the BEA or BAA collective bargaining agreement. All other employees are considered Non-Licensed Employees, even if they hold a professional license in another field.

PLAN COMPARISON
BSD offers 4 plans to all benefits eligible employees: Platinum, Gold, Gold CDHP, and Silver CDHP. All 4 plans provide the same healthcare services, the difference is in how they are paid for. The difference between Licensed and Non-Licensed plans is in the HRA/HSA Contribution amounts available. All other costs are the same.

PREMIUM SHARING DOCUMENTS
To best see how much you would need to pay for health insurance through BSD, view the appropriate Premium Sharing Document below. BSD pays 80% of the premium costs for Silver CDHP and Gold CDHP plans. For Gold and Platinum plans, BSD contributes 80% of the Gold CDHP premium rate to those plans. The green highlighted sections in each chart indicate the amount the employee is responsible for. The number of pay periods for each group is indicated by the “Number of Premium Deductions per Year” text at the top of each page.

If you are eligible for group health insurance and opt-out and have comparable, alternative group health insurance coverage, you are eligible to receive a cash-in-lieu (CIL) payment. However, employees will not be eligible for a CIL payment if the employee is simultaneously receiving health care benefits from the same or another school employer. Dental coverage is provided to eligible BSD employees at NO COST to the employee. Employees may elect to add their spouses and family members as dependents to their dental plans for an additional charge.

How to Access Your Membership Portal
HRA
Burlington School District offers an annual contribution (See amounts below) to a Health Reimbursement Arrangement (HRA) for employees enrolled in any of the four health insurance plans offered through BSD at no cost to the employee. An HRA is used to pay for employee out of pocket healthcare expenses not covered by insurance. This includes deductibles, copays, and prescription costs. Employees must enroll in the HRA to receive benefit. Any funds remaining in the HRA at the end of the calendar year are retained by BSD.
Licensed Employee:
Single – $1,900
Family/Spouse – $4,000
Non-Licensed Employee:
Single – $2,200
Family/Spouse – $4,400

HSA
Health Savings Accounts (HSA) are only available to employees enrolling in the Silver CDHP plan offered through BSD. BSD makes an annual contribution (same amount as HRA contribution) at no cost to the employee. An HSA is used to pay for employee out of pocket healthcare expenses not covered by insurance. This includes deductibles, copays, and prescription costs. Employees must enroll in the HSA to receive benefit. Any funds remaining in the HSA at the end of the calendar year remain in the account and continue to collect interest. These funds will remain available to the employee even after separation from BSD. Additionally, you can choose to make additional contributions to your HSA (but there is no requirement to do so in order to receive the annual contribution from BSD)
*If you enroll in the Silver CDHP plan, you may choose an HRA or HSA, but not both.
FSA and DCA
Flexible Spending Accounts (FSA) and Dependent Care Accounts (DCA) are available to all employees. Please refer to your bargaining unit’s Cost-Share documents for eligibility determination. (You cannot enroll in both an FSA and HSA, but HSAs have a function built in that works similar to an FSA – Employee Contributions). Enrollment forms can be found in your Records portal.

Notice: There is a 90 day run-out period for FSA and DCA Plans. This means claims must be submitted in the first 45 days of the current calendar year for the previous year’s expenses.
Burlington School District offers group term life insurance through Madison National Life Insurance Company. Coverage is paid by the district and available to eligible employees at NO COST to the employee in the following amounts.
- $25,000 for Paraeducators and Food Service employees
- $50,000 for Administrators, Bus Drivers, Office Personnel, Non-aligned employees, Teachers, Property Services and Technology Support
- Optional $37,500 is available at an employee cost to Administrators, Bus Drivers, Office Personnel, Non-aligned employees, Teachers, Property Services and Technology Support
